Agenda for the March 3rd BOE Meeting - Hiring of a Permanent Business Administrator and "Special Legal Counsel" (& more)

The next meeting of the RIH BOE is Monday, March 3, 8pm at the Ramapo Auditorium.
Items of note on the agenda:
A motion to hire a permanent Business Administrator, Matthew Bouldin, beginning July 1. This is exciting news, as the district continues to rebuild after the mass exodus of administrators in 2023.
A motion to approve the law firm of Cleary Giacobbe Alfieri Jacobs LLC. as "Special Counsel”, to "provide professional services related to legal matters, at a rate of $185.00 per hour for partners, effective for the current school year.” While districts often use multiple law firms over the course of a year, I don’t recall seeing a motion for “Special Counsel” before. It is not clear whether this is an appointment for a specific matter, or for a specific expertise. The hourly rate of $185 per hour is less than the $210 hourly rate for the district's general counsel, Porzio Bromberg & Newman P.C.
There are no new policies on the agenda for a first reading. There are second and final readings on Policies for Student Smoking, Electronic Surveillance in School Buildings and on School Grounds, and High School Graduation.

The district has posted OPRA logs on the website, as well as redacted legal invoices.
Future Meetings: March 17 will be the Adoption of the 2025-2026 Tentative Budget.
This week the NJ Dept of Education state aid was announced, and RIH received a 6% ($195,798) increase in state aid. However, it is not clear what impact the potential changes to the US Department of Education (potential cuts or complete elimination of the dept.) will have on our district, or whether the impact will be known before the tentative budget is approved. Stay tuned.
